Want to attend the festival tomorrow but wonder is it held rain or shine--what time does it start-coming from Kansas city

We are from Osceola and it is 2 3/4 or so from us so I would say 4 or so.

Everybody must be tuckered right out..I was hoping for some word on today's festivities. But I guess we will just have to wait for another day.
