Spit on the leaves?

I live in the middle of Georgia, and I am discovering what looks like spit on the leaves of my plants (several different ones). A small pool of foamy thingy. Should I be concerned?

Look carefully in the pile of "spit" -- you will probably find a small bug. I think most folks just call them "spittle bugs". As far as I know, they don't pose a problem in moderate numbers.
