Well, had to be something. Bush's feel-good mandate of scripts for the elderly, without having a way to pay for them, was not going to work for long.
Unfunded federal mandates is not a new thing. Companies unwillingness to go along with them makes sense, for better or worse. Tom |

Went to a Pharm in Ca.( visit)to get prescription filled.
Snip, looked at me like, "we don't serve old folks.--Hmmm" "We don't ake those cards, or checks from out of State!" $90.00.!! (Patience Grasshopper, Ax, she ain't use to S.Drawl--) "Mam, would you look at this card--on the counter?" I whispered in her ear--"Take this 'Script and cram it up your----, It's a double loss for you and your Company" Two blocks away--$15.00 and she said, "I sorta like you"--she had Blue eyes , filled my Script and to say the least --"Made My Day"-- I'm sure she chuckled seeing me go out the door clicking my heels in Dance. |

"IT" is an accounting error (fradulant or otherwise) by the private company Washington state hired to calculate the reimbursement rate and it's happening ONLY in Washington state. This hasn't got anything to do with the effectiveness of the medicaid system. These drug companies usually profit from distributing drugs to medicaid patients but the "error" cut ino their profits. Washington (STATE) was reimbursing pharmacies 86 percent of a drug's average wholesale price until July, when it began paying them just 84 percent. While pharmacies weren't happy about the reimbursement reduction, the Department of Social and Health Services said that move was expected to save the state about $10 million. Then in September came another blow. The average wholesale price is calculated by a private company, which was accused in a Massachusetts lawsuit of fraudulently inflating its figures. The company did not admit wrongdoing but agreed in a court settlement to ratchet its figures down by about 4 percent. That agreement took effect in September — and prompted a lawsuit by a group of pharmacies and trade associations that said Washington state didn't follow federal law in setting its reimbursement rate, and that that rate is too low. The lawsuit is pending. Notice the phrase "didn't follow federal law..."? Federal law allows companies to profit and they do.
